Worthless Omen?

I'm wondering if I'm reading something correctly, does the ruler popularity Omen give a one-time boost of 0.10 popularity when it suceeds? That's so small I wouldn't even notice it. Wouldn't I be better of trying for the morale boosting Omen and then sending my ruler off on a barbarian crushing spree?

Easiest way to get ruler popularity is to send them off to beat a pirate ship and/or barbarian stack and then hold a triumph.

The omen would be fairly useless.

That said, I dont believe female rulers can be appointed to armies/navies so the omen might be the only thing keeping them popular whatsoever.
