As someone who has been playing since Common Sense, early 2015:
The game was at it's best during Rights of Man and patches immediately after, in my opinion. The AI was more competent and less frustrating to fight and performance was significantly better.
While the game has made positive changes (moving from state cap to gov cap particularly, although this issue didn't exist in the first place in 2016) and additions (monuments, government reforms), I think that 2016 EU4 was a leaner, better performing game. I'm genuinely a bit surprised that it's a common sentiment that the game is at it's best right now, which I just can't agree with. The game was overdue for EOL two years ago in my opinion.
The game is currently playable and somewhat fun, but tends to be extremely frustrating at times that means I just can't bring myself to put in the thousands of hours I used to years ago.
