Unless you are so rich (most europeans are in 1.8) that you're floating over forcelimit. Forcelimit of infantry is much less strong than forcelimit of a good mix. Army of inf+cav which is 20% over forcelimits will be more competitive (since combat width and supply limits matter) AND cheaper than infantry army 40% over forcelimits.
As for the worst single idea in the game, I'd have to go with +garrison growth. Because why. Just why does that even exist?

Theodoro's ideas are really powerful. -1% Mil Trad decay as a Tradition is God-tier, and they get their most important stat for the early game, Merc Costs, as their first idea unlock.Georgia. Circassia. Caucasian. Ethiopia. Theodoro.
The worst is +garrison growth by the landslide.
Second worst is +5% naval morale recovery because 99% of the time you recover morale in the port and cannot be caught with low morale there.
I thought navy morale recovery was really bad as well.
Then I played a colonial Naples game and stacked it as high as I could.
Losing a naval battle, retreat 2 squares, re-engage. England never even got halfway across the ocean before their ships exploded to attrition.
Besides cheesing colonisers, i guess it's pretty useless though.
The medi is too small for it to matter, and the only other place it would be relevant is the polynesian area, but they're too far behind on tech for it to matter.
That said, do you still agree that 5% recovery speed is too insignificant even if you try to stack that bonus?
Garrison recovery would be a heck of a lot more useful if garrisons didn't recover so fast as it is. The only real use it has currently is making it slightly harder for someone to assault a province you just captured from them that still has a small garrison.Almost. It could be 7.5 or 10% so you don't have to pick up all the policies for it to work.
If you max it, it's relevant in some very minor cornercase situations.
Naples can use it, if they want to colonize through war, besides that it has no real use.
Garrison recovery is always completely useless though, and we are looking for the worst of the bunch.
