DLC adds 10% chance of Aztec Operation Barbarossa.
You'd be bashing your head onto the desk the 12th time your forced to watch the "government nationalises industry" event.
There is this one episode where the Daleks pretend to help Churchill. This might be the motivation for the posters.

Include the laser-ladened Spitfires from the same episode and the energy weapon Stukas from Star Trek: Enterprise and you have yourself a complete WW4 DLC.

I love that episode. And I love Victory of The Daleks too, in fact. Any sci-fi show that arm WW2 technology with directed energy weapons is fine as far as I'm concerned.
It would actually be a funny easter egg like Jan Mayen in Victoria 2 and their polar bears. Imagine you release some small island in north pole and it is a communist government run by santa claus himself and he has an army of polar bears and an air force of turbojet reindeers with laser nosesHave a few more ideas:
bear divisions.
North Pole as a playable faction aligned with the Soviet Union, Santa is communist.
Live action cinematic featuring Rob Schneider as an allied general, Morgan Freeman as a soviet commissar and Michael Fassbender as Manstein.
Imported voice tips from Shogun 2 Total War.
CK2 - HOI IV converter.
Visual flag DLC.
Romance of the three factions DLC book.
Tank-stats as compared to mechanized infantry imported from Darkest Hour.
Some of the brilliant ideas I could muster.
