Cossacks is not a bad DLC. It adds pretty cool stuff and estates that are ...arguable. I think they are fine as they are, but could be way better. Meiou and Taxes shows us a completely different approach to estates and one that players expected. I just want to say that estates are not badly done, but they could be done way better.
Personally my only complaint about them is the way they interact with the republics. Republics have to dish out the amounts that monarchies do PLUS around 15-20% to the traders too. This makes the already suffering republics suffer even more from having their lands crippled.

That and frigging horde tribes. I swear that every time I'm a horde and I hit the reform button, it is while cackling maniacally and going "SO LONG YOU ABOMINATIONS I WILL SEE YOU ALL IN HELL" as my tribes vanish.

It makes the annoyance of then having to dish out the lands to the clergy and nobles just somewhat less agonising knowing that finally I'm free of the tribe-shaped shackles. The tribe estate really needs a lot more bonuses for what they do, since they've been balanced around player hordes in multiplayer. These are people using them to their max.

Compare them to the AI or casual players (like me) using hordes and the tribe estate is just a money-guzzling monster.

2. Epistles Music. Despite being free, they feel completely out of place with the rest of the music and I find them incredibly annoying. I don’t speak Swedish though, so take that with a grain of salt.

I speak swedish and I quite agree. I think it may be even more annoying if you're swedish actually. I played a Sweden campaign and had that music dlc activated and found myself walking around my apartment singing that nonsense. Preposterous!

I will base my choice solely on the "major" dlcs as there are too many poor ones among the minor. For me it's probably Mare Nostrum, although I do not actually own it. It's the only major dlc, except CoC, which I do not own. Even with 50% discount I just look at the features and go "meh" on all of them. If it was 2 euros or something I might pick it up. Usually a major dlc will have at least 1 or 2 features that really appeal to me but in Mare Nostrum there's not a single one. So yeah.

Tribes are meant to cause problems. They are one of the mechanics of hordes that make them unstable and kinda crappy. It's their job to suck.

Mare Nostrum. Even now I barely remember what it brings to the game. It's basically the "Minor additions that you probably won't remember to use" DLC.

1 Mare nostrum, me and my friends behave as it never existed lol. We always say "i got almost all the dlcs except X" without even taking in account that mare nostrum exists.
2 Sabaton music pack, never bought it and never will. I'm a metalhead myself but i recognize that this is not the game to release smth like it. Also sweden nationalism lol. I should be paid to listen to that not the opposite. I see this a an occasion to release something classical or related to the game, wasted in a nonsensical music dlc about already released music about 1 (one) nation... bhoooooo someone was drunk for sure
3 Guns drums and steel, to be honest, same thing. While it was ok at its time because it was a first (A metal dlc is amazing, fun etc. 3? A bit too much tbh) it's the only dlc i got turned off all the time and honestly think of it as 100% wasted money because it replaces the original soundtrack with some metal music that ain't honestly amazing. Look i listen to Pantera and all the hatred-related music in the world even tribal shit but you need to have a good mixer to do some excellent noise and that one had bad quality mix. Said by someone who loves the garage sound, i swear!
4 Res publica right now makes sense only if you want to play as nederlands, NF has been given to other dlcs and its right now overpriced.
5 COP is meh, sadly
6 Art of war should be renamed to 1 third of the art of war since it's not the dlc that will unlock all the warmongering tactics and tbh it's even meh compared to some newer ones

tbh all the dlcs have that uncomplete feeling that is fixed only if you own them all...except mare nostrum ofc hahahah

I'd disagree. The songs go very well with the time period, especially Carolus Rex and Lion from the North

4 Res publica right now makes sense only if you want to play as nederlands, NF has been given to other dlcs and its right now overpriced.

It also adds Factions to Merchant Republics, Trade Posts, Elective Monarchy mechanics, new events and a Dictatorship Overhaul. Unless you only play one certain way and avoid all these, it adds quit enough for its price.

OK i'm wrong on res publica, i honestly didn't even remember the trade posts / MR factions being tied to the dlc, while i should have known about elective monarchy since i played it when it was out XD well well, much time has passed, but ok it's still an ok dlc for the price tag,

Dlcs should still target a wide part of the audience considering it's already a fraction of the total, but we're talking nonsense here since we have no idea of the potential and effective numbers . So what we can discuss is just the genre, taking in account the game time period i suppose.

I'm not saying that metal shouldn't be in the game at all but i enjoyed way more and have always on fredman's epistles (had for free too!), rus music, songs of regency, songs of war, republican music, all have 100% replay value, guns drums and steel 1 and 2 got me bored almost instantly and are always off even tho i paid for them, sabaton is out of context. I'm saying this just because i want more classical music into the game, that's it, i already have my CD library for the best doom and onemanbanded viking crawling n screaming in a rainy forest metal bands, technovikings and industrial jawdropping sounds, live drunk 70's bootleg sessions, but still i wouldn't keep it on all the time, come on let's be serious for a second it's a game about a time where electricity wasn't even a thing, it can't be that all good music from that time has already been published for the game and we have to rely on 3 metal dlcs lol

Prices are not defined by fairness or consumer wishes, but by costs of production. We have Developers who want to add something neat that may not be to everyone's tastes, but it would still need to be paid because bands like Sabaton won't do stuff for free. On a discount maybe, but still not for free. Especially not in Music Industry where survival is tough. Even if you just use existing music, you still have to pay for the license. And as I remember, they release these packs alongside more proper music packs, so these are literally just bonuses.

Personally, I did not buy any of these speical songs (besides the epistles I think). I don't think they are bad, and I don't think Devs should be discouraged from releasing them. It just doesn't fit my wishes, as I am a person who hates even the idea of listening to his favorite music while playing a game. I just want the games own music, period.
On other hand, you have people who are less serious about such things, and might like the tunes and blood-pumping it gives them, so there is no reason for them to not use them.

This is a big difference from mechanical expansions and cosmetics that are made to strictly fit a game, aka the ones that their marketing department expects to sell. Failure of the above does not matter much, but the failure of the later means more and more money is spent on them (though price is then reduced as bigger sales are expected).
