EU4 had pop-up pirate fleets like rebels.
They were total crap, nobody liked them, and some people (like me) simply knew how to defang the mechanic by proper fleet positioning.
As for Sabaton, it's a music DLC pack, some will like the metal tracks, others not. I wouldn't label it as bad so much as depending on personal taste.

That pirate system was altered by 'sending pirate' naval action at wealth of nation. Raiding is a different thing. Music and unit packs are cosmetic, so for me are rated lower than I'm going to bother to express. I was recently forced to recognize that even The Sims gives better value with its cosmetic packs. SMH...
As far as packs that actually matter it's probably 'American Dream' because it effects so little of the game. It's the only DLC I don't have because it would be too expensive at any other cost than free.
