Probably mare nostrum out of the major releases. Doesn't really add anything I feel is a need, and I hate trade leagues trying to play in the HRE or northern Italy as a minor.

As for Sabaton, it's a music DLC pack, some will like the metal tracks, others not. I wouldn't label it as bad so much as depending on personal taste.

EU4 had pop-up pirate fleets like rebels.

They were total crap, nobody liked them, and some people (like me) simply knew how to defang the mechanic by proper fleet positioning.

That explains the pirate flag on the wiki. I did wonder why that existed.

they should just integrate some of the features of older expansions in the base game. They made some big mistakes, especially with comon sense and the need of paying for it, just for development of provinces. Without this a world conquest or even a good game in other regions of the world besides europe is kind of impossible. Thats sucks and has nothing to do with good expansions that add something for people that are willing to pay something - like cradle or mandate -
There should merge development of provinces just add to the base game (maybe also estates) and give anyone who already owns that DLC give a free copy of the next payed DLC o.s. like that, just to make people not mad anymore.
I love the game, but I can't recommend it to any friends anymore, just because of the need of some dlcs for a real possibility to play a otherwise broken game.

(and also they still missed it to add unique missions [besides 1-2] for the countries in the regions they are working with. And also still most nations there are missing unique events that are going past 1500)

Kairis soundtrack, and Songs of war for me. They completely break away from the theme of the game. They simply doesn't belong.

If I could deactivate estates without deactivating favors (on ironman), I would.

Third rome and res publica have offered me the least joy, so those are probably the worst for me.

Looks like there's a lot of fluctuation between what people use to decide what is "worst".

I'd personally say Mare Nostrum because it was tremendously lackluster and barely affected my gameplay experience. The only lasting effects of the DLC is a 10% devastation mediterranean...

If we're counting minor packs in, though. Purple Phoenix is king. It has a mix of everything people complained so far and more:

-Lack of content (mostly abstract events about court factions with no effect whatsoever)
-Content has reduced since launch (unique government for BYZ was removed)
-Pay-to-win (helps the BYZ experience with free-ish points and tradition with no counter effects)
-Bad graphically (the BYZ units that came along just look bad compared to most other units from packs)

It's only saving grace - the songs in it. PP brings a few (3~4?) new songs, some of which are pretty memorable (The Caravan and At The Gates Of Constantinople).

Worst proper DLC is Mare Nostrum. $15 for a Promote Mercantilism button. Clever, Paradox.
To be fair, it also adds extra espionage effects, but since I think that the vast bulk of EU4's espionage meh-chanics could be thrown in a fire without anything of value being lost, I see your point :)

Even if no one liked them, abstracting them into a button press you either can't defend against, or mindlessly click a button to completely negate, is not a solution. They'd have been better off just patching it out if it was so terrible, or instead committing to an actual fleshed-out solution.

That pirate system was altered by 'sending pirate' naval action at wealth of nation. Raiding is a different thing. I think that raiding should be similar with sending pirate, not current system.

If you want the old pirate mechanic you can get it by disabling Wealth of Nations - the expansion replaces them with privateers.

Edit: I see someone already mentioned it in the post above.

Music and unit packs are cosmetic, so for me are rated lower than I'm going to bother to express. I was recently forced to recognize that even The Sims gives better value with its cosmetic packs. SMH...

As far as packs that actually matter it's probably 'American Dream' because it effects so little of the game. It's the only DLC I don't have because it would be too expensive at any other cost than free.

Depends on the Sims DLC pack. I would rather listen to the Epistles pack all day rather than play with the Katy Perry Sweet Treats pack activated. (Though I wouldn't enjoy either; but Sweet Treats is so bad EA tries to forget they made it.)

Cossacks is not a bad DLC. It adds pretty cool stuff and estates that are ...arguable. I think they are fine as they are, but could be way better. Meiou and Taxes shows us a completely different approach to estates and one that players expected. I just want to say that estates are not badly done, but they could be done way better.
