France, Commonwealth & The Ottoman Empire.

Everyone else isn't too difficult to deal with. These three happen more often than they don't. They form early and usually last until the end of the game. They have from the start huge amounts of troops and bonuses that put them in strong spots throughout the game.The Ottoman Empire & The Commonwealth more than France.

Ottomans always - big and tough and they always come back with more units. Last patch they were nerfed in quality but they are still at top.

Commonwealth can be a bit tough..

The rest are a joke, even France... France does not blob like ever, and by the time i come to them its super easy to defeat them. Russia is easy.. they don't even upgrade forts.

Formed Holy Roman Empire might be scary but i've seen it only once and didn't fight them.

Prussia ?

The thing about these countries is that you don't have to fight them... They don't blob enough and you usually fight them in world conquest. You can go and siege down whole prussia while their two space marine stacks go siege some stupid useless forts. And you make a peace deal or two and they are done.

I ever only found Ottomans to be hard to take down.. partly because players tend to attack them earlier than other european states. Ottomans usually have enough troups and quality to create troubles.. they have also unique geography.. Constantinople and Anatolia help them concentrate their units.

The Ottomans, solely for the fact that they will throw upwards of 500K men at you if you wait until lategame to attack them.

Timurids/Mughals, because you have to go through a lot of rough terrain to get at their capital (unless their capital is in Delhi and you are attacking from the south or east).

The Netherlands, because they like to keep forts up to date and the Lowlands are absolutely filled with them.

Portugal, because they will have provinces all over the globe, and it will get to the point where occupying their home territory isn't enough to take what you want.

Spain with a full colonial entourage behind them.

Whenever you think you are safe, 50k+ colonial armies land everywhere and start racking up devastation and war score against you. Not hard to deal with, but annoying. Spain has a great navy and highly defensible land bridges too, with mountain forts, all on top of decent army quality.

This is especially true of new GB when then have fleets guarding their islands with +20% moral and +1 die roll heavys that hit like modern battleships.... /rant off

I see your point, IF they've put a fort on it.
Generally, I like the feature where you can take all their far flung colonies as part of peace deal without ever occupying or even knowing about them. Easy peasy.

Ottomans, Russia, and England/GB. The Ottos have high manpower and very good troops early to mid-game, Russia has many troops to throw at you and recovers their MP quite quickly even after a bloody war, and a global empire of GB that stays on the continent can be extremely difficult to invade in their home islands with their strong navy, while also invading you from just about anywhere. Honorable mention: Austria, assuming they retain their emperorship.
