I have noticed that when my offer on the world market is red, I receive nothing (it's understandable) but anyway I lost 2/3 from my payment (it's not understandable). It is CORE feature or bug?

Not a CORE feature (and if it was, you should have posted in the CORE forum) and not a bug, so moving you to GD.
All I can say is that, as far as I know, this was a feature of HOI until CORE came along and changed that. Could you go back and re-check to make sure you lost it, and that you're not getting it confused with other deals that might still be working?
In 1.06 I am positive that you do not lose anything from 1:1 trades that do not work. But I am not certain that in trades with higher ratios (2:1 or 3:1) whether this feature WAD especially when you have several 3:1 trades.
My general rule of thumb in 1.06 is to just trade at 1:1 until I have some excess that can not be stockpiled. Only then do I trade at higher ratios. So I avoid higher ratio trades until it just doesn't matter what happens.
