14:30 CET is for World War Wednessday. They usualy start at 14:00 CET with Knight of Pen and Paper 2 tho.

I highly doubt that they will stream. There arent any dev diaries this year anymore and i highly doubt they will stream HoI IV during their holidays.

Well, Twitch title of the channel still says "Hearts Of Iron 4. World War Wednesday at 1430 CET and KoPP2 at 14:00", so I figure it'll come.

The guy (Johan) said "See you next Wednesday...I assume" in the part 2 video of last week but he sounds a bit uncertain so probably not lol.
