After much debate in the congress; it has been decided that if so many mexicans love our nation so much we should not exclude them. We should grant them(all mexicans everywhere) full citizenship in our great nation. They don't need to move here to find a better life, we shall bring that better life to them. Finland will not stop its rightfull mission to unite all finnic people under one, independent nation. Finland will not allign itself with the russian "government", may it be by arms deals or military access. Finland will not cede any of its territory to Russia or allow any concessions. Finland will NOT try to archieve any of these goals by agressive means such as an war.
Finland hasnt committed any agressiv steps against the russian "government" but gets constantly threated and insulted by it. We dont see any point in further bilateral relations until Russia accepts the facts stated above.

I will allow another nation to TEMPORARY borrow OFFMAP IC to another nation in PEACETIME for certain PROJECTS. Which means you cant just give Saudi Arabia some factories, but you can BORROW them to do sth like buildng some new factories/railroads for them or similar.
However, if one of the countries are at war the borrowed IC will go back to the country if came from immideatly.
Also, you can'not borrow more than 10% of your base IC to another nation.
