Not really sure what you mean here. Civ3 does have a sort of neighbour bonus for tech.

That's because it was a split thread. :)
The was a patch that fixed the start location for earth as well.

The best thing to do about neighbour bonus is to take out everyone in your tech group first. :D That way no one gets a neighbour bonus from you!
