Workshop content not installing

So recently mods, assets and maps that I have subscribed to in the workshop have stopped working ingame.

I'm using Windows 8.1

Current State:

• Content manager shows no workshop content on the Maps, Savegames, Assets or Mods page.
• The Steam Workshop tab shows all the content I'm subscribed to.
• c:\Users\[user]\AppData\Local\Colossal Order\Cities_Skylines\maps is empty
• All the subfolders of the AppData\...\Addons is empty (except the files in the MapEditor folder)

Attempted Fixes:

• Verifying Local Cache
• Complete reinstall of game
• Removing the content in D:\Program Files\Steam\SteamApps\workshop\content\255710 and then subscribing to some new content. The new content show up in ...\SteamApps\...\255710 but not in the AppData folder.
  
• There is no download queued in steam and I have auto-updates on.

Same problem here.
The download bars of the assets stay empty, but the download screen at my steam library wants to download 0 Bytes/0 Bytes

Same problem here, windows 8.1 64bit. Mods showing in workshop content but nothing is loading in the game. Including mods and assets working before the update. Can no longer use my existing saves because of this bug.
