To avoid cheesing and more unintended micro, the upkeep costs should be tied to the current job, though. (A worker stratum pop in a ruler stratum job should also consume CG and amenities like a ruler and have the accompanying political power).
You could make it a pop buff that gives a massive boost to demotion time for, say, 3 months. "Recently promoted" or something. The pop is treated exactly like a normal pop of its new stratum, except that it can go back to being its old stratum without any fuss if it's within a short period.

I think that's already in the game.

The problem is that the recently promoted pop is usually NOT the unemployed pop, so you'd need to manually find the recently promoted pop, eliminate its job, unpause, wait for that one pop to demote, then re-eneable the job using forbidden magic so the unemployed pops actually get first access to the re-enabled jobs.
