Yup, I'm sure. The default gravel road can't be elevated, but the pedstrian road from NExT can and turns into those boardwalks.

I use them for marinas like here:

Traffic++ isn't required. If you don't want cars to drive on them, then you'd need Traffic++ or TM:pE to set vehicle restrictions on them. I can't remember if I even did it on those, since they go nowhere. But they work without any of those mods, you might just get cars on them.
