Won't switch back to newest patch

I reverted my game to an earlier update the 3.03 Beta and it worked because I was playing the Kaiserreich mod, however I have tried to put it back to the newest update or really any of the other updates and every time I click the "resume button" it just loads for a bit then goes back to being paused, I didn't pause it in the first place it just won't unpause and I don't know why please help. I have tried restarting steam, clearing the cache for Vic 2 and steam, restarting my computer and reverting back to the old update and trying again to update it back to the new one.

If you want the newest update, then select "None" in Betas.

Outside that, i see there are several updates queued in your library. Maybe it has to do with that.
You probably have to activate/start the download for the first game in line of the queue.
Search the web for "steam update queued" and you should find a way and answer.
That might help..or not.
