The whole "women in aviation" approach is faulty, in my opinion. It is way better and more versalite to add simple "We can do it!", "Women draft" or other general focus that will represent women serving in military or replacing men at the factories.
Women in Aviation is such niche of a focus that it's like adding serving african americns for USA or Ghurkas for UK as a separrate focus and providing nothing but portraits or some generic army template for free.

Why would you choose national focus with severe negative effects when it is virtually impossible to end up without manpower in HoI4?
Actually, that Gurkhas thing is already in-game, albeit for the Raj, rather than the UK proper. It gives them a free max-veterancy large all-MTN division and a new template. They also get a few others, including a women's division which just gives a free division + template and a female general.

Why then this focus takes 70 days? It is not just useless focus, but it takes time (ofc i know that it is not necessary to learn it). With only cosmetic effect it should take like 7-14 days, but not 70.

Which I also take issue with. You can conscript forces to a point but when you start digging into the 50% of the population that's untouched in addition to more severe conscription it just magnifies the economic effect. There's a reason the United States didn't conscript nearly as many people as it could have.

Which I also take issue with, see above.

Because if we're assuming balance is going to be fixed at some point you want focuses to reflect the balance you want. The Soviets ran into severe manpower problems by the end of the war and indeed didn't have enough people in certain sectors which had significant economic ramifications during and especially after the war when foreign aid ceased. While this certainly isn't how the game currently works I hardly think anyone, devs included, are satisfied with the current balance where most games I play the Eastern Front is over by 1942 at the latest.

If there are no civilian casualties in the game then lack of manpower can never be fully modeled.

They need to fix that, add prisoners of war as a % of combat casualties and that they can be released at war's end. And they also need to boost population growth, specially for non-European countries which could be great for Modders or late game in general.

They kind of ban discussion about POWs and the like FYI, and they're not going to put it in-game.

FWIW the higher conscription laws already have a malus to production, so just abstracting it that way works, but it should be applied to foci as well IMHO.

I'm sure they could implement POW's in a sanitized way, in the Total War games like Rome or Medieval 2 there are prisoners, you can release them after the battle or even ransom them.

So here maybe you could have a counter that fills up the more you fight with the thousands or hundreds of thousands of prisoners you have taken, specially after an encirclement, you can't do anything cruel to them, its just there for flavor and immersion maybe some other mechanic down the line.

As it stands now we are supposed to kill ALL of them, they abstract some of it through trickle back but still, other games had prisoners and even slaves and they were still rated for teens.

Let's talk about SMERSH focus. What was the design decision to include focus that just completes itself after succesful purge (read "every time")? I can't imagine ever more useless focus.

Smersh does not get completed automatically if you take the purge focus but choose all of the "this will lead to civil war in the future" options. Instead of Trotsky taking over, it's a general staff revolt, so you only lose some level 2 generals. You then have to choose the focus for that 5% NU if you still want it and the partisan reduction later.

As for the focus in question, 0.5% of 170 million is about 850,000, which is fairly representative of the female volunteers in the Soviet military at that time. Throw that in with a small boost to ace generation chance (10-25%), and it should be good to go.

No they didn't, very few women served in the infantry. Tank commanders, Fighter pilots, AA duty, special forces (specially snipers), etc yes, 800 000 of them, but foot infantry/riflemen? almost none, because of the issue stated before.

I do agree the focus should give another 3% boost to manpower on top of the cosmetic aces.

Sources?
