Sure, but consider what Wiz said back in the DD.

Wouldn't adding a late game hard counter against Starbases go against this principle? I guess you could say the Titan's not a fleet, but it would still undermine the viability of stationary defenses for what seems like no reason. I guess they could compensate that by adding a similar hard counter against fleets as well, but how would you balance something like that?

This is of course assuming that it's not just something that can basically destroy a Starbase that's already been defeated and occupied. Not sure why you would want do that, but someone will surely find a gimmick like that funny.
I think it works like rock-paper-scissors: Starbases are good against spam of "light"/nonspecialized ships, specialized ships (this ring thing is probably one of them) are good against Starbases, and hordes of "light" ships are pretty well against those ringship type. Classic way to balance everything.

What'd happen if a fleet and a specialized ship faced of against a starbase and a fleet?

Just my two cents guys:
Edit:(to the ship with that ring)

1. To me it looks like if you can decouple that ship into a few parts:
The Main Hull
The Engine
The Ring
The Ring Fastenings

2.
It looks to me that you can decouple the Engine from the main hull so maybe it really is some kind of single-use weapon/constructor/else

It seems like the ring fastenings can aslo be decoupled from the hull and maybe also from the ring...

My Non-Weapon-nor-portal-theory is that it is kindof a starbase constructor+colony ship in one ship:
When you get to the system you want to colonize outside your borders, the ring section detaches and becomes an outpost, the rest of the ship flies to the planet you want to colonize, the engine is detached and either irrelevant or maybe a early power source for the colony, the main hull becomes the main building og the colony.
Regarding the size that looks a lot bigger then a normal colony ship it may even be some kind of a late super-colonizer, transporting millions of people (maybe 5+ pops at once)

War Theory:
It's some kind of giant railgun - either a siege cannon against starbases or a WOMD to glass planets in a few shots.

Portal-Creator-Theory:
The ship powers up its portal-cannon-thing for a few days (maybe 15 days or so) then creates a short-time (30 days or so, cooldown maybe about 3 months or so) portal for your gateway network to let your fleet escape or call in reinforcements.
Maybe it would also be able to call in the Unbidden with that thing or at least increase the chance by a significant amount... (yes, this theory was inspired by Species8472)

Edit: Mobile Shipyard Idea:
Can build Corvettes, maybe even Destroyers in that ship as it is opened near the front, like some kind of flying drydock/shipyard, ring section would be docking/maintain section to repair corvettes, destroyers, cruisers and battleships.

Edit2: Corrected Spelling Mistake in Edit1.

I seriously doubt that's where they're going to go with this. Not only does the game really not have the mechanics for this (assuming it's not just simple "vs. specific target" modifiers, which would be pretty unlike them), but I fully expect the new ships to be part of the expansion and not the patch, at least for the most part. Bringing in a hallmark feature of RTS games at this point into a game with such heavily abstracted combat would be a bit strange, too. I would certainly like to see an isolationist or otherwise pacifist player be able to rely strongly on Starbases, instead of every player just being better off countering them with those Starbase killers (not to be confused with Starkiller bases).

I believe the ring-ship ist simply the Titan model for the mammals. It makes sense to have a bit more different models for them, so you can easily spot the titan in a fleet. It could also be that the Ring-section is only present when choosing a certain section (i.e. the XL-Slot) for the titan and it looks different if you choose a carrier for example. Currently the different section (Spinal, carrier etc.) in a ship model are hard to distinguish, unless you soom in very closely.

Eh, I daresay you'll notice which is the titan given it's size. Kinda like comparing an adult elephant to it's newborn children.

Currently the different section (Spinal, carrier etc.) in a ship model are hard to distinguish, unless you soom in very closely.

I for one am doubtful the ringship is even a military vessel. Of course, a civilian ship being equal in size to a titan can be considered nonsense, but if it's a portal ship like was suggested before then it might be necessary to work.

Or some kind of super colonizer...
