WHAT IF, this structure is some kind of "System Suicide" Machine. If you face a key battle in this particular system and lose it, and run the risk of losing the entire war, you can cause the star itself to implode destroying the entire structure. This way if a small empire builds one of these it can sacrifice one of its systems in order to destroy an entire enemy fleet.
