I'm not sure if I should be happy or not. It's cool being able to terraform barren worlds and build space habitats.
On the other hand, having about 5 times as many settlements to manage will be annoying.

My only misgiving about this is the way core systems are currently practically used. At the moment most core systems are actually frontier systems that are being developed to a suitable level before the sector AI can be trusted with them.I have the feeling that you will only be able to build habitats and terraform barren planets in your core systems as a way of balancing out tall gameplay, hence the whole "allow migration to your empire except inside your core systems" oddly specific inmigration restriction.
But let's wait and see, I am already excited for building my peaceful, utopian Culture-like empire!![]()

Colonies are among largest imperial projects, so naturally empire's administration would watch it closely until local infrastructure and bureaucracy is up and running.That leads to a somewhat backwards system where your core systems aren't the empire's heartlands and you have the most direct control over the frontiers.

My thoughts exactly:This might be how they are approaching "high" empires. I would guess that they will be really expensive and so colonising a new planet would generally be much more preferable. Just guessing here though.
