My only concern is: if this is a better version of full bombardment that everyone potentially has access to... Does it mean that a Militarist empire's unique feature becomes obsolete if they complete this tradition? Not to mention everyone else can get it too? If you watched the livestream yesterday and split-frame paused to read the tooltips you'd notice full bombardment is tied to the Militarist ethos.
So if they really want to make ethics feel more distinct, I hope it's not just a straight upgrade to "more efficient full bombardment" but rather something that has a different and more situational purpose.

I'm thinking this is more of the "kill pops, destroy buildings" thing, since Wiz said that wrecking planets won't be in 1.5.

Hopefully there are ways to tell pops to leave a planet/habitat if you're a pacifist empire that don't involve purging or bombardment. I know theres the ability to consume pops, but I have no idea if that's ethos restricted.
And currently pre-FTL species can turn their planet into a tomb world so should certainly be possible for FTL empires to do it.It's not the same at all, though.
Tomb worlds can still be colonized and terraformed.
I was so hoping that the flavor text was "I say we take off and nuke the entire site from orbit. It's the only way to be sure..."

Hopefully they don't allow people to use this to circumvent the 'genocidal' malus from mass purging, (i.e. cleanse planet) which is what this kindof sounds like. (i.e. must have purging allowed in order to do this/incurs same penalties as purging)
