I find the opposite true, as once they are integrated they usually revolt if I'm running some OE or what not. I mean let's face it most of the time when you're annexing something it isn't going to be accepted Culture or even Religion after a certain date.AAAAAAAAAAAHHHHHH!

Paradox could make the Revoke the Privilege reform form the HRE (essentially removing it). Simply leave out the intermediate step which gives you 20+ free vassals and is much better than finishing it. It's just a thought, in multiplayer games I play, house rules say you MUST form the HRE after Revoke the Privilege ASAP.
Just break the extra vassals exploit. If a nation doesn't start the game as a member of the HRE (or is a revolter from a member) then it counts as a regular vassal once the privilege is revoked. Voila, problem is resolved, at least from the exploit it to WC perspective.

I can only imagine the chaos. 10 wars of independence all of a sudden, feels like CK2.Make revoking the priviegia give you PU partners instead of vassals would be a good start.
