Normand culture could be justified by the existance of the "Charte aux Normands" which granted some privilege to the lords of Normandy and some degree of autonomy (fiscal, judiciary etc.) from 1315 to 1789. More symbolic than anything this charter was nevertheless often brandished as a token of Norman culture in case of crisis and unrest during the first half of the EU timeframe.

Burgundian has no reason to exist.

For all these culture to be meaningful however they should NOT be accepted in a so called french "cultural union" it never existed and the King or central administration of france never accepted the existence of other culture ever since the Villers-Cotteret Ordinance which forbid the use of other language than french in administration in 1539 (which is akin to force converting the culture of all province in EU4).

If France accepts all French cultures by default, you might as well remove all the cultures.

Actually that's a pretty good point. France should not be a cultural union (given how such unions work). France unified its culture (albeit partially after the EUIV timeframe) - i.e. it converted it all to "Cosmipolitaine" (as the game calls it), it didn't accept it's "fellow culture group members".

Hungarian is the only culture in the Magyar culture group, I think the Japanese should be in the "Nippon" culture group for the sake of consistency.

Even then the people of Anjou or Picardy still spoke their Oil dialect just as much as the Normands or the Bungundian,



Problem is again that first Cosmopolitaine culture is much bigger than Ile-de-France except if you have a wider sense of Paris's surrounding that I do.

And second while the French national identity has started to appear from at the very latest with the hundred years war. Cosmopolitaine is already a very culturally diverse culture if we are to judge on purely linguinstic standart.

If we're looking at representing that mix of northern cultures that Cosmopolitaine is trying to, d'Oil might be a good choice. Purely based on language, but it's a start.

Good point. I guess it would be slighlty wierd to have d'Oil and Occitan (as opposed to d'Oil and d'Oc), but Occitan is a legitimate culture name so...

I'm also not sure about what different cultures are supposed to represent? Are those different languages ? If so they definitely shouldn't be accepted as part of France, I agree. But on the other hand Iberian group has like 10 cultures for four languages (one of which, Basque, is not even in the same language group). And Aquitaine is not a language, and Gascon can hardly be considered a language (if it is, then Berrichon should be a culture too).
I think Gascon, Aquitaine and Occitan should be unifiied in a single Occitan (or d'Oc) culture (possibly removed from the French group), and Cosmopolitaine (ugh), Brugundian should be unified in a French, or d'Oil culture. Wallonian should also possibly be removed from the French group although it's not clear where it would go. Maybe it and Occitan can stay but France can loose cultural union? That would create weird things with Norman culture though.

I think this is simply another instance of Paradox glossing over the finer details of these things in favour of perceived gameplay benefits, like primary tags. I think I agree with you about seperating Occitan and the French group- historically the differences between the regions were so tremendous that even by the reign of Louis XVI, some 300 years on from the start date, it was found that less than a quarter of the general population in France actually spoke French, despite a century and three king's worth of efforts to increase its usage.
