What determines what size Caravan a town can send? Thanks

Depending what patch you have, with 1.142, caravan size is determined by how much product is in the Goods merchandise category. i.e. 20+ bread would give you a great caravan, 5 bread would give you a small caravan. F&S without any patches, you can pick whatever size you want.
