*Add the option of a Referendum-a direct vote in which an entire electorate is asked to either accept or reject a particular proposal. This may result in the adoption of a new constitution, a constitutional amendment, a law, the recall of an elected official or simply a specific government policy. It is a form of direct democracy. This would allow the player(as the ruler) to bypass the the upper house, if the people want something. This should be agood option for the games in which you have a upper house deadlock ( 33%-33%-33%) or if you want to change from monarchy to democracy for example.

In fact, all the cultures have colours, so it should be pretty much straightforward to generate a map that for example shows the provinces filled with the culture of the biggest population. One could then also use the other non-solid fillstyles already used for rebels and in the diplomacy mapmode for the 2nd largest and maybe 3rd largest culture. Then you could see at one glance where all the national minorities are living in your realm.

Also, I would like a similar mapmode for the religions.

Different war goals. Such as, one that returns all of another nations cores instead of having to pick one region at a time. Canada and its 10 regions comes to mind. Having to pick each one individually is a pain in the neck, as is forcing Britain to release Indian territory. The Ottomans and their Greek territory would be another example. I don't know how the current war score would handle that though. Perhaps lowering the war score gain and making it harder to achieve 100% would work.

I would like a more reform based system, so rather than making rebellion a certainty the game lures you into making mistakes. For instance you can tie the people to the land pushing up production, but you pay the price in hatred towards your rule, and possible revolution.

I think this would go a long way towards truly ruling a nation, I think it would be allot better than just running the army and finance (also sometimes factory building).

One very simple feature I'd like to see in 1.3 is a "subsidize all" button in the industry screen, that lets you turn on/off subsidies for all factories. When you have dozens of well developed regions and switch from laissez-faire to anything else it can be a pain to reinstate subsidies one factory at a time.

Also, if the addition of any new nations is considered, I'd like to see Sudan. It was independent in the 1880s and stirred up quite a bit of trouble, invading all of its neighbours, until the UK dealt with it. Also, it would be good for breaking up Egypt if one does not wish to directly own land there.

I would really like to see some basic scripting done to allow some historical events to actually happen. Especially for European minors the game is currently vastly less fun than Vic1 because getting cores and getting out of a satellite(!) relationship are mostly impossible.

I've never seen Balkan Europe disintegrate properly, the Crimean War literally never happened in play through after play through. I've never seen the Romanian principalities get pulled out of the Ottoman sphere by Russia(ie. they are completely unplayable since you can never end satellite status). Incidentally I've never seen Ottoman Europe collapse at all since neither Austria nor Russia are pushing them in the least.

Moving west, something like forming SGF as Bavaria is made very unfun by the need to get a BB boosting war against Prussia(why would you not get a core/conquest cb on their province if you at least have influence on the rest of the SGF cores?). And then if SGF and NGF both form it is virtually impossible to create Germany, even IF you conquer all of one or the other. Which is, imo, completely immersion destroying. It would be like the USA never being able to reintegrate the CSA, since hey Yankees are not Dixies and they're both GPs so hurr hurr.

Honestly it would be enough if the event scripts from Vic1 were ported and adapted. I understand the desire to get beyond scripts and make the AI flow more emergently but a)history is filled with non sequiturs and discontinuities that are virtually impossible to model and b)it's not working. It should be such an easy fix for such a big improvement in gameplay for a huge chunk of nations.

The Balkans are easy to form as a third party - wait for the 1870's then nail OE's and Austria's armies. Seperatists will do the rest.

Economic:
1.) Have a way to stockpile only from domestic production of military goods. This would let a nation slowly stockpile for war while keeping domestic arms manufacturers in business.

2.) Fix the economic recession that hits when you load a saved game. This especially hurts LF economies, when luxury goods get a kick in the knees, causing the Capis to build new luxury goods factories and not reopen the ones that closed due to the reset of economic data.

Diplomatic/War:
1.) The AI should prioritize using Place in the Sun, Humiliate, and Free People when fighting civilized nations that they do not share a border with on their home continent. France taking Catalonia from Spain makes more sense than UK taking Belgium or Russia going after Scotland.

2.) The AI should be more aggressive about adding war goals to take all its cores in one war. (OE v. Egypt, USA v. Mexico).

3.) CB events need to be more random. I consistently get the Cut Down to Size CB against Najd. Others have reported getting it repeatedly for the same nations over and over (but different nations per player).

4.) Humiliate needs some teeth. A humiliated GP should lose a percentage of prestige. A GP humiliated by a non-GP civilized nation should net the non-GP extra prestige.

5.) War goal costs should vary. For example, a Democracy with a government of Anti-Military or Pacifism should get an infamy discount to free people and an increased cost to Acquire State. A nation defending against Acquire State CBs should get a discount to Cut Down to Size.

6.) Escalate costs for failure. For example, in my OE game, Russia invaded me for Kars, and lost, and I took Armenia. Russia then invaded 5 years later to retake Armenia, and failed. 5 years later, they're back again.

Failing the same war goal more than once should cause extra militancy and prestige loss.

I'd like to see a war progress bar in the outliner. Rather than having to go into diplo mode all the time you could easily see it on the main screen. Also, when at war with the nation I'd like to see the ability to select that nation's region and push a button to add the region to the war goals, rather than having to go in and hit the add war goal button and all of that hassle.

+1 . I think all the prestige losses from different wargoal -types should be in relative terms. Late game when major nations have 500-2000 prestige, a single figure prestige loss is quite meaningless.

i have some wish for the 1.3 version

1) Like some other member requested,in wargoals, if we can have an option to chose particular province with this we can form more realistic empires

2) i would like to see the ENTIRE pop of a province/Region but i cannot,Can Paradox fix this PB?

3)Can we have more event? (stupid question but nevermind) :p

4) i wish we could have new states like:
-Benin kingdom (Edo as primary culture and no accepted culture) http://en.wikipedia.org/wiki/Benin_Empire
-Saudi Arabia (with an event to form it for Nejd and Hedjaz)
-Louisiana

5)more translated event plz!! Im french and i see than plenty of event do not have a description and the region names are f****g wrong

EX: French Africa is translated as "Français Afrique" (africa French) -_-"

1. Deactivate nationalists in reunited countries - it's very annoying when playing as Germany I get hit by Prussian, Bavarian, Hannoverian or North German nationalists. They should be deactivated once and for all or get activated when militancy is very high (5 or higher)

2.1 Implementing state-owned and capitalst-owned factories - state-owned will be build and run by state(closing, subsidising or expanding) and income should be added directly to state budget. Also possibility to sell and buy already created companies.

2.2. New factory management - state should ALWAYS be possible to build and expand factories no matter the economic policy - even now states own and run big companies. This will be very useful when building armaments factories - they are often unprofitable and get closed quickly, leaving country without artillery or barrels.

2.3. Implementing borrowings from national bank for capitalsts - they often can't gather required amount of money and build factory for years. When they would borrow money from state the industrialization will be much faster.

3.1. Changing government by rebels - now the takeover is done after 360 days of controlling capital. It looks nice, but in bigger countries when capital is besieged by rebels, almost all of their army immediately marches towards capital and rebellion is over. The time should be shortened to 60-90 days.

3.2.Also there should be possibility of civil wars - when rebels control a lot of provinces without capital, they should create own country and start civil war (something like CSA-USA). When one of them will annex other one, state is reunited with changed government.

1.) Jacobins / A-L rebels need to be fixed, so that liberals don't generally become A-L rebels. (see the bug report)
2.) Not sure if I said this already, but failing the same war goal over and over should result in higher penalties.
3.) Update the influence outliner to show the opposing influence level if they are Friendly.
4.) Fix the Diplomatic Mission Under Siege event to not fire if the nation is at war and you're their ally.
5.) Equality NV perhaps should allow mobilization of middle class POPs.
6.) Reform desire probably should be tweaked to make it harder to keep low MIL. In most games, I usually end up with low MIL and pops demanding 1 reform or two that I can't enact.
7.) Factory build times should be reduced by some techs.
8.) Jingoism + LF should allow subsidized military factories.
9.) Parties that are out of power should have their issues evolve based on same-ideology voter preference. This would make election events more powerful.
10.) There should be decisions created for the AI that would make Britain likely to release Canada, Australia, New Zealand, and South Africa as Dominions over time. Canada was essentially a dominion in 1867, Australia and New Zealand were by 1907, South Africa in 1910 - but in game, these nations will almost never be formed unless someone takes time to beat the tar out of Britain.
