Economic:
1.) Have a way to stockpile only from domestic production of military goods. This would let a nation slowly stockpile for war while keeping domestic arms manufacturers in business.
2.) Fix the economic recession that hits when you load a saved game. This especially hurts LF economies, when luxury goods get a kick in the knees, causing the Capis to build new luxury goods factories and not reopen the ones that closed due to the reset of economic data.
Diplomatic/War:
1.) The AI should prioritize using Place in the Sun, Humiliate, and Free People when fighting civilized nations that they do not share a border with on their home continent. France taking Catalonia from Spain makes more sense than UK taking Belgium or Russia going after Scotland.
2.) The AI should be more aggressive about adding war goals to take all its cores in one war. (OE v. Egypt, USA v. Mexico).
3.) CB events need to be more random. I consistently get the Cut Down to Size CB against Najd. Others have reported getting it repeatedly for the same nations over and over (but different nations per player).
4.) Humiliate needs some teeth. A humiliated GP should lose a percentage of prestige. A GP humiliated by a non-GP civilized nation should net the non-GP extra prestige.
5.) War goal costs should vary. For example, a Democracy with a government of Anti-Military or Pacifism should get an infamy discount to free people and an increased cost to Acquire State. A nation defending against Acquire State CBs should get a discount to Cut Down to Size.
6.) Escalate costs for failure. For example, in my OE game, Russia invaded me for Kars, and lost, and I took Armenia. Russia then invaded 5 years later to retake Armenia, and failed. 5 years later, they're back again.
Failing the same war goal more than once should cause extra militancy and prestige loss.
