Fluff:
Following his placement as head of navy, apart from spending his own time developing tactics, Svensgaard also instituted the formation of the Nautilus Pirates, an elite cadre of marines drawn from all ethnicities working for the AOG, in order to perform the necessary operations to protect the shipping lanes that were so woefully undefended. He also began a reform program at the Canton Naval Yard, forcing through the upgrades in the face of budgetary arguments with swift and unremitting skill. Indeed of a budget of 7500 Marks he was able to (thanks to the low economic expectations of the local construction workers) perform a complete overhaul and construct several drydocks. He used Government powers to seize suitable land, and made a considerable amount of money selling the possessions remaining in those locations afterward to Western collectors interested in Chinese 'artifacts'. It is estimated he's has pocketed perhaps a good fifth of the money made or directed it towards the Nautilus Pirates, whilst the rest of the 25000 mark windfall was ploughed into the Canton yards, to make them a rival to the immense shipyards at Yokosuka, Japan.

If the navy has its own techteams, the army cannot stay behind

Canton Arsenal 7 (mechanics, artillery, tech efficiency, chemistry)

General von Klinkerhoffen 8 (combined arms, small unit tactics, decentralised exec, training)

Recently our board of directors have inquired to realistic military targets. We are of the opinion that the following might ve viable early targets for expansion:
- The Legation Cities - we cannot allow any other great power to gets is hands on these vital gateways to China.
- Yunnan Clique - these bandits have been independant long enough.
- Qing Empire - Berlin might like having a moribund empire in China, we do not.
- Dutch East Indies - the only colony in history to truly make a profit untill now. Posseses virtually all resources we desperatly need. Might need coöperation with Berlin to take Dutch homelands.
- Portugese possessions of Macao and Timor - we cannot allow these to become bases against us if Portugal decides to allign itself with our enemies.

The military is happy that the foreign ministry agrees with us. However we do not care about profits, we care about the security of our holdings. Any of the above could be potential securityrisks. We need the Chinese to work in our factories, serve in the army and carry out lower and middle-management. It would be a severe securityrisk to take too many rights away. We are ready to fight any insurgency, but prefer to face outward theats.

The Qing restoration was a mistake anyway. Chinamen can't rule themselves, they must learn to buy our goods and have all their business go through us. Only then can they become more civilized.

Indochina makes no profits to Germany. We could get so much more profit out of it. We should buy it from the German government.

The finance ministry has worries about our current economic situation. Expansion, both economic and territorial, are necessary. At the moment we're already expanding our industry, but we will soon enough need to take some resource-rich area under our control, lest our industry collapses on itself. The East Indies are the obvious first target, but the the Army and the Navy must be consulted before going on such an endeavour. Still, I'd reccommend we take some territory before the end of 1936 to stabilize our economy and give us more independence in trade issues.

Svensgaard files a brief note recommending the adaptation of Baggins Doctrine - so named after the Naval Commander from Ireland who first postulated the concept to him, in a pub somewhere in Cork, Limerick County, Ireland. It has already been outlined above.
