The way I understood it is that the initial invitation is sent to those rulers culturally and religiously close to your own character, not that you are unable to invite who you wish, so I reckon that with a bit of diplomatic work you can invite pretty much anyone. They aren't inferior.I like the idea of unions. I don't like that custom unions are inferior to the Horde and Alliance tho. Maybe you could make who can join custom unions through game rules?

USA = United States of America.
Given the names and their internal structure I'd argue that they are(were) indeed factions or unions albeit highly centralized ones. Rather than a single country they are a collection of states (countries) banding together. In USA it is my understanding that each state has quite a high level of autonomy (school policies, marriage law, criminal law etc.) that simply would not be accepted within a region in a normal country without there being talks of secession.
