You don't need to hold everything. If after those 36 months you still hold over 50% you win the game and a eng game scree should pop up saying so. If it hasn't then something has gone wrong. But I haven't heard of this problem earlier.

For technical purposes there is a province zero in the game, but this one should obviously not be counted in this case. A known issue that has been fixed for the patch.
