While playing as the byzantine emperor from 1066 stamford bridge bookmark. and having won the war against the seljuks with merc. I was given the unreasonable demand of instituting elective monarchy or face rebelion. Naturally i chose to face these dogs down in glorius warfare. It was a rather powerful rebelion (around 80-90% of my avaiable forces. And comprising several duchies) and it was put back in its place after a few years of glorius combat. During these years 2 peasant rebelions occured which was mercilessly chrushed. After enforcing my victory against the revolter, and the respective duchies returning to the byzantine empire, with the dukes in my dungeons, i was faced with a strange occurance. My neighbors seemed to think it dangerous that i could win against my vassals rebelion, and gave me infamy around 80-85%. Faced with such opposition and watching every single neighbor entering into a coalition against me, i was pondering as to why such and event took place.
And that's more or less the story. So im now stuck with high infamy and no means of expansion, lest i face all my neighboors in combat. It is unfoutunate that i encountered this bug in an ironman save as i cannot provide a save from before enforcing my peace, but perhaps with these details the bug can be replicated.
