I would just like to say that the Program Files thing is probably only for non English versions.
Since you install the game to "Program Files" so when you want to modify the files in your "Program" "Programme" or whatever your folder is called it will try to save to "Program Files" wich your files aren't in wich will cause that it can't find that folder.

No, it has nothing to do with languages. In German Vista, you have C:\Programme, and running the installer it will automatically point to that one instead (it's a system variable). However, Vista's UAC will not tolerate any "script" files in it's program files folder (no matter what that folder is called, as long as it's the one specified as a system variable) so it hides them and arranges duplicates in another location. That way you cannot directly access those files, neither for savegame viewing nor for changing anything (modding).
Simply using a custom path away from the program files one will solve the problem, as will disabling UAC.
