Windows 8 Scroll Problem

I got a new mouse and now when I try to scroll up in the game (In say the list of scenarios.) the bar just quickly jitters up and down. It's fine when I scroll down, though. The same happens when I zoom in the map in game. I have a Microsoft Wireless Mobile Mouse 4000 and use Windows 8.1.

It is most probably a driver issue (missing/incorrect driver for the mouse) or driver setting.
