Windows 10: new game / load game greyed out on first boot after sleep / reboot.

As the title says, every first time I launch cities skylines after I reboot or wake up my computer, the new game and load game buttons are grayed out. Exiting the game and starting it again solves it. I've checked the AppData/Local/Collosal Order folder and it is stuck to read only. I can uncheck the box, but after I reboot the computer it is set to read only again.

I'm having a similar issue, however it only seems to occur for me after Steam has troubles connecting (in my case, due to a firewalled network; I'm playing on a laptop).

When I try to launch Skylines the next time, I get the issue described above (it doesn't matter if I reboot my computer, or move to a non-firewalled network, or both) the next launch of Skylines will have the greyed-out options. Quitting Skylines and relaunching it solves it; however, all my settings are reset to default and the gameSettings.cgs file in AppData/Local/etc. is automatically deleted (restarting the game yet again after manually replacing gameSettings.cgs from a backup works fine).

This is apparently a bug in Win10, if you run it as the Admin user then all folders are set to Admin-only access. I suspect if you set cities.exe to run as Admin you'll be fine.

For the benefit of any future readers, unfortunately, running it as Admin doesn't solve my issue. I'll do some more testing and maybe start a new thread once I have some more data.
