[Windows 10] EU4 won't start

So I recently decided to install EU4 again, however it won't start.
When I start the game the little pop-up says EU4 is starting, however it stops right after "synchronizing".

Tried restarting pc, steam, reinstalling the game and even deleting and reinstalling Microsoft Visual C++
Any idea what I can possibly do? ^^
