[Windows 10][CKII] Crashing during second "Loading Graphics"

I've always played Crusader Kings 2 normally. Yesterday I had some issues, but I reinstalled some drivers and the game launched. Today however, the game won't load.
I click on "Play" on Steam, the launcher shows, I click Play and it starts to load. However, when the progress bar fills up, on the second "Loading Graphics" the background music suddenly stops and the game crashes.

I've ran both
- C:\Program Files (x86)\Steam\steamapps\common\Crusader Kings II\ _CommonRedist\DirectX\Jun2010\ dxsetup.exe
and C:\Program Files (x86)\Steam\steamapps\common\Crusader Kings II\ _CommonRedist\vcredist\2010\ vcredist_x86.exe and vcredist_x64.exe

I've done a CLEAN re-install (deleting all files under Documents\CK2 and Steam\CK2.
Yet the problem persists.

I have a Windows 10 machine, 32 GB RAM, 4 GB VRAM, and the game has run perfectly for 900+ hours without ever experiencing a crash, I have ALL DLCs. The only thing that changed is that yesterday I installed Monks and Mystics.

Please try editing that settngs.txt as follows:

refreshRate=60
fullScreen=yes
borderless=no

If that doesn't help, please exit Steam entirely and run ck2game.exe by itself. When it fails now is there any error or message?
