I suspect your video card as well. Most products will experience problems early in their lifetime (production flaws) or late (wear and tear). Since you bought a new video card for EU4, I suspect you fall into the former category.
Since different games and applications tax the GPU (Graphical Processing Unit, aka video card) in different ways, it's quite possible that you can play CK2 and EU3 fine with this card, but EU4 might cause your GPU to tax the flawed parts of your GPU more which then causes a GPU crash.
Your new card should be covered by warranty. One thing you could do is to download a GPU-intensive video card benchmark tool such as the Heaven Benchmark to see if that runs flawlessly. If it crashes, then this is a big indication that your GPU might be defect, and will need to be replaced.
As always, if you suspect that your hardware might be defect, make sure you have backups of anything important, just in case.
