Greetings! The title sums it all up for you quite nicely. Whenever I unpause the game, I'm getting massive amounts of lag, no matter what I'm doing. This is the first time in all my 1182 hours of play that I've ever experienced such huge lag on low speeds. I typically play on speed two or three, so that I can watch YT or talk with friends on steam. And before it's suggested that maybe I shouldn't be doing that, I've been doing that for almost ALL my CK2 career, and have yet to see that impact performance in the slightest. I haven't noticed this after HL was released, my game actually sped up quite a bit, which was wonderful. So, could this be a code issue or something to do with the game itself?
I've tried multiple things to fix this. Editing the settings.ini file, windowed, borderless windowed, etc.
There's hardly ever anything else running in the background that's taking up too many resources.
The issues is only whenever I unpause the game. Paused, I'm getting a nice solid 60 FPS, while unpaused it drops down to 30, and then struggles to keep itself above 20, stuttering and jerking around quite a bit. This is even on speeds 1 and 2, the higher ones are far worse.
I've done two fresh installs of the game, and while after the second one did have a bit more of a performance increase, the slowdown is still very noticeable.
And before my stats, I just want to say it again. I've had this rig for a while, and all through my CK2 (mis)adventures, I've never had this big of a problem before. I know my processor is probably the thing holding me back with my setup, but I can run games like GTA V and the Witcher 3 just fine, on Ultra and High graphical settings.

AMD Athlon II X4 645 (Quad Core)
16GB Ram
1.5 TB HDD
Apologies if I came off at all aggressive, I'm just used to people putting blame to my CPU and then giving no other constructive feedback on other places I've sought out help on for other issues with my PC. (Though I don't think this is really a hardware issue.)
I'll try doing some roll-backs, and see what's what. Any help is greatly appreciated!
UPDATE: Rolled back to 2.3.6 and have NONE of the aforementioned issues. Maybe it's just 2.4.X and all that?
