[Win 10] Immediate CTD on 1.29 but 1.28.3 works fine

I'm experiencing two, potentially related, problems:

1) Using the launcher, I simply can't hit "Continue" on the EULA. I've tried giving administrator access to dowser, reinstalling using the launcher-installer-windows, making firewall exceptions (even disabling entirely), and even doing a clean reinstall.

2) Bypassing the launcher and using eu4.exe is the greater concern. It Crashes to Desktop within the first second always. I've tried changing resolutions, fullscreen, and putting it on different monitors. Rolling back to 1.28.3 works perfectly fine but since I'd like to play as the Oirat, that rather defeats the point.

Try deleting the contents of your Documents/paradox/eu4/ folders (except ny valued save games of course).

And use no mods at present.

I actually deleted everything in my mod folder after the first CTD. No luck even if I delete everything in other eu4 Documents folders. It actually crashes before there's anything produced in the dumps/logs (not sure which one is relevant here).

EDIT: Tried it after a restart, still same issue.

Hmmmm. add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

If that doesn't help:
Please attach your Documents/Paradox/EU4/settings.txt.
From your Documents/Paradox/EU4/logs/ folder, attach system.log , and any other files in that folder over 0 bytes.

If you're using MSI Afterburner overlay, open RivaTuner Statistics Server and set "Application detection level" to none
That helped me with immediate crashing (just like with HOI4)

That did it. I had added an exception for my firewall since I thought that was why the launcher wasn't connecting, turns out it was the anti-virus that was killing it. Both launcher and game work for me now. Thanks!
