Title says it all, I wonder if you will be able to see how far in their ascension perks another empire is ingame. I have no intention of letting someone else achieve ascension before I do. Also will you be able to see exactly what perks the empire has chosen.

I heavily doubt so, at least in vanilla Stellaris. You still need mods if you want to know how much energy/minerals another empire is producing, or how strong their fleet is exactly. And you still have to guess techlevel based on the research treaty bonuses or - you guessed it - mods. Though I doubt that in case of traditions and ascension perks that a new mapmode would be sufficient...

Probably indirectly, like if an AI empire picks a tradition that provides + 10 % happiness, you can scroll over one of his pops and see the modifier.

Honestly I'd enjoy being able to see that, because 'what my neighboring societies are like' frankly is a very interesting detail. I understand not being able to dig into their budget, but I'd think their overall culture might be realistically apparent to outside observers.
