Possibly but not anytime soon

The current known plan is to get the Console port caught up to the PC version

we're still missing Distant Stars and Megacorp out of this dlc bunch and then we also need Ancient Relics, Lithoids and Federations

beyond that, they would need to either make a modding tool for the console port, or find one that already exists that is compatible with the console port
then get the ok from Sony and Microsoft for mods to be a thing (likely limited to some degree)

Based on the fact that they already have mods for some of their other games they are good on this front they just need to catch us up with pc

Mod support for Stellaris is very unlikely to happen, since it would require essentially allowing players to modify core game code, which is against both Sony's and Microsoft's EULAs.

Which is why if they do add mods it will just be cosmetic things like with Cities Skylines. So maybe mods that add new portraits or new ship designs.

odd

given that both consoles have no problem with Skyrim mods that essentially rewrite certain parts of the game [Live Another Life Mod]

don't say that something is against eula's when there is blatant proof that they are flexible on this shit

You're right so I don't see any reason why they won't be able to have mods like that for stellaris. But then again modding for skyrim is partially monetized for certain mods so the consoles would be willing to bend the rules to make money.

not all mods for skyrim are monetized

stellaris could be the same way but as i've said the main issue is that the console port doesnt currently have a mod creation engine
so paradox would either need to make one compatible with the game or find one that is compatible (if they dont have the know how or money to make a creation kit)

once the game is caught up they can look into it
given how fast modders work, could take maybe a few weeks to a month to port some of the better steam mods to console
