Johan mentioned something about trading surplus resources and getting elephants in Scandinavia. If they're a resource that's tradeable than this shouldn't be too hard and would be really nice to see.
Or demanding a resource for X amount of years. Mechanically this could work like a trade deal, except for having to pay for it.Maybe you'll be capable of creating trade routes in a peace deal?

They did, but the North African elephants were overexploited and they became extinct. I wonder if better in game managment of them could prevent this?Doesn't Carthage have elephants too? Or, the north Africa region rather. In which case Scandanavia does have a sea connection. Although I don't see what Scandanavia would have in those days that anybody who has elephants would see as valuable enough to trade for them.
Rome can trade with southern Britain and Wales in EU:Rome right at the start of the game too.
