Will this game have a CHARACTER/DYNASTY CREATOR?

Just started doing research on CK3. Is this game going to have a way to custom create your own starting character and dynasty, like in CK2? I'd really hate to start the game as a predetermined dynasty.

NO.

Not at launch, getting it as free dlc at some point according to the first stream.

You can use the portrait editor available from the console to design a DNA, add it to dna_data script files and then just add a reference to it in the history entry for that character.

You will be able to use the console to accomplish what a ruler designer would do. You might be able to edit the savefile, and you will definitely be able to add characters though mods and customise their appearance.

Yeah, as said by Knotz there will be a free patch/DLC adding it some time after release.
