1. Finland. I am pretty sure this is the most important one which still lacks its own focus tree. And it's very likely to get it eventually.
2. Sweden. If Finland gets it, Sweden will most likely get it as well. Paradox comes from Sweden after all.
3. Siam. Eventhough it's a very small minor, it's the only Japanese Ally so it deserves a focus tree.
4. Brazil. It's big. It participated in WW2. Deserves a focus tree.
5. Iran. The only country in the Middle East that really needs a focus tree IMO. It played an important role in WW2.
6. Argentina. Maybe not as important as the rest in this list since it's so distant and it was far from being a major power. But Argentina's history during the game period was quite interesting, and there was a real possibility that they could have joined he axis. Also Hitler memes. If Brazil gets a focus tree, Argentina should get it tío.

Hoi IV isn´t finished yet. There many Parts of the To-Do-List from the Devs are still open. And we know only an small Part of it.

What the Focusses belongs: In the To-Do-List we know are Skandinavian, South America- and missing Colonys announced. That will be done with other Parts on that List.

Everything else the time with more Information after 1.12 incl. DLC will tell.

Quick answer is: Yes.
They have said that they want to have official NF trees for every on-map country.
Finland (plus Sweden and the rest of the Nordics) are probably going to be in the next country pack.

The rest of your list are probably not a high priority for them, but once the finish the big mechanics changes it will probably be mostly country packs instead of full-DLCs. A lot of the true minors will probably have regional (i.e., shared) trees with only parts unique to that country, kind of like the way the Chinese Warlord have a shared tree.

I think it'll go like this:

Nordic countries:
Finland, Denmark, Norway & Sweden

Middle east:
Iraq, Iran, Afghanistan, some rework for India and perhaps a sort of shared tree for Oman, Yemen & Saudi Arabia.

The forgotten:
Ireland, Belgium & Austria probably with quite some heavy reworks to older focus trees

South America:
Brazil, Argentina and then I think some kind of semi shared trees for a bunch of the other latin/south american countries.

South East Asia:
Siam, British Malaya, Phillipines & Indonesia.

I doubt that any country that currently has a custom NF Tree that is tied to a paid DLC will get a rework that would also be tied to a paid DLC. This would basically require a past DLC in order to use features of a new DLC, which is something they have said they will not do. So, basically, any work done on the Raj (India) would be minor and included as part of the free half of the DLC.

Hope south America. Reason: living in Europe and historical I know what happens in Europe. But it WWII. Didn’t south America got involved somehow? If not … forget it, than Finland and Sweden are on my prio list.

AND YES - less then one month left and after 2,5 Years and 1500+ hours in the game I am going to play my FIRST -YES- my first game as Italy. Currently the focus tree is…Brrrrrr don’t want to say the f word. Think BBA makes it very nice.

South America:
Brazil, Argentina and then I think some kind of semi shared trees for a bunch of the other latin/south american countries

I'd love to see a shared Latin American version of the Undisturbed Isolation economy law which would drastically reduce the division cap. It would eliminate a lot of division spam and improve game performance.

Apply the cap to most Latin American countries, excepting Brazil and Mexico. Players could remove the cap through that nation's shared Latin America focus tree. AI Peru and Ecuador would have an event to go off the law for their war, but then return to it afterwards. Otherwise the AI would only take the focus to remove the division cap if another Latin American nation is fully annexed.
