later in the game i am getting significant slowdowns wile figthing in a system with satelites, lots of drones, stations, freigthers, police battleriders and expanded fleets, not nessicarily all at once.
I would like to be able to turn down the graphics for battles while keepeng the high setting for strategic view, or even better, scaling back the graphics on for exaple the drones and the stations.

Unless you have a very sub-par computer, it shouldn't really be necessary to turn down the quality to low. At most you could turn it down one or perhaps two ticks. I would instead turn off graphic features like:

Ambient Occlusion
Antialiasing (FXAA)
Focal Blur
Bloom
Procedural Planets
Refraction

In that order, try each one off and play before turning the next one off. Those will do more for your graphic "speed" more then quality (unless as I said you are playing on a system below minimum). Doing this will reduce 'Combat' graphics the most and reduce "Some" of the strategic graphics without ruining crispness you see when you turn quality down to low.

You could also try playing in windows mode as well, some people say that their fps improved by doing so. For me personally, I find full screen pretty much trumps windows mode for fps improvement, but it's something else to try, perhaps you are one of the few where it'll be true for you too.
