Militarism isn't necessarily aimed at conquest. It could be aimed at obsessive protection of their borders, like Israel or Switzerland's militaristic service.
I think Militarist is about glorifying conflict and military actions. In that case, I think having them go on a warring spree every decade or so where they destroy a few fleets then peace out, as a "rite of passage" for the new generation of captaind or something of the likes.
That could very well be extremely frustrating, though, if you get attacked at the wrong time.

Having fanatically militarist being a handful of several fallen empires engaged in a state of permanent war with each other would be good (hard to program so that no side would win without outside help though).

Fanatical Pacifist might try to form a single giant and completely defensive alliance (they wouldn't allow war, but they would be epic for defence; they want the galaxy at peace)

Alternatively the fanatical militarists might want the whole galaxy to be permanently at war, so they might try to orchestrate large wars or wars between large alliances? Maybe threaten large stable empires or large alliances (if you get to close to conquest or diplo-conquest) they might be incited to attack. Maybe they're waiting until there finally exists and empire who could given them a fight which isn't completely one sided?

Yeah, I think that's perfect! A giant empire that ignores you, and just doesn't care about the galaxy because they're waiting for an actual challenge. Once you start to catch up to them, they start to become more active with you. Then once you become equivalent, they declare war for the final (perhaps last) challenge.

The only thing I can see is that Pacifist Fallen Empires would be much the same way. Once you become a dominant Military power, they begin to fear for the peace of the galaxy and declare war. As they occupy more planets, they restore the governments that existed before in an attempt to attain status quo.

Actually, nevermind. They are both different and amazingly awesome.

Xenophilia merely means that they respect other species and racial heterogenity, not necessarily pleasure at dealing with these new outsiders. Nothing says that only Xenophobic Empires could turn into a Fallen Empire after all.
So a xenophilic FE could talk in a nicer manner when you first meet them and they don't treat you like BLEEP, but they would not want to deal with other Empires because they are too busy with themselves. Or they could go fanatic Stare Trek way: everyone is still pre-FTL in their eyes and mixing into their societies before they become equals would be evil.

As for what would irk them, it might be expansionist xenophobic empires that have grown too powerful: treat your populace like BLEEP and they will come and save them.

I love the militarist idea of ones waiting for a challenge, and the civil war ones, as well as the idea of collectivists obsessed with some grand 'project' like a dyson sphere or something.
I think that'd be the best way to use the collectivist version of an F.E obsessed with some grand project of social engineering (or literal engineering). (whereas the materialists are hoarding super advanced science for sciences sake) the collectivists could need alot of 'strategic resources' for their project, and so be willing to go to war over them, and maybe threaten neighbors whom have them etc. (thereby being an irritation, but one you can avoid unless the lure of their materials is too strong)

That's what Fanatic Xenophile does. They are basically Isolationists.

Fanatic Materialists - Keepers of Lore, think Brotherhood of Steel but more badass.
Fanatic Spiritualists - Holy Guardians, prevent colonization of 'holy' worlds and something special with Tomb Worlds
Fanatic Xenophobe - Space Nazi's, but in a post war peace setting. They keep filthy xenos away from their borders, but don't feel the need to actually wipe out every xeno across the galaxy.
Fanatic Xenophile - Uppity Jackasses, don't hate aliens, but consider themselves the superior race/empire, dunno what would set them off, but they want to keep to themselves and want everyone else to stick to themselves.

My understanding anyway.

Individualist and Collective seem to be incompatible with Fallen Empires to my mind. Fanatic Militaristic isn't going to be any different from any other FE and so serves no purpose, Fanatic Pacifists are the space police.

Here's my shot at new Fallen Empire ideas:
Fanatic Individualists - Hedonistic Debaucherers. Their citizens are too busy engaging in pleasant activities to be productive, so they don't construct buildings, do research or colonize planets if you retake them. The only reason they maintain a military is because the assemblies for the ships are automated, and because some of their people find military life enjoyable, either because of bloodlust or because the uniforms attract ladies/sirs.
They are highly arbitrary in nature and act as fancy strikes them, but they do recognize the will of others, so they might or might not attack you if you are too warlike, as that must mean that you like fighting as well, or if your average happiness is too low and they can't stand it, or really if they feel like it. On the plus side, you can usualy placate them with gifts.

Fanatic Collectivists - Communistic Planners (could use a better name). Consumed by a communistic revolution at some time in their development, they are stagnant because a planned economy doesn't really work that well. They live behind the iron curtain, their leaders hiding from them the fact that your living standards are much higher than theirs as all money goes into building up the fleet. To keep the populace cowed, they will occasionally target the weakest empire they can find to fight a quick victorious war. If you're targeted, you may speed up the process by sending a proclamation of surrender, losing influence in the process.

militant fallen empire would be like, holy warriors, focused inwardly on being the best warrior ever, unfocused on outside races until one becomes equivelent, then they go on space crusade. highlander style. alternatively, they could be focused on a never ending civil war.

fanatic pacifists are enigmatically peaceful, but have secret devistating tech for peaceful empires to defend themselves. alternatively, space police.

Fanatic Collectivists - Communistic Planners (could use a better name). Consumed by a communistic revolution at some time in their development, they are stagnant because a planned economy doesn't really work that well. They live behind the iron curtain, their leaders hiding from them the fact that your living standards are much higher than theirs as all money goes into building up the fleet. To keep the populace cowed, they will occasionally target the weakest empire they can find to fight a quick victorious war. If you're targeted, you may speed up the process by sending a proclamation of surrender, losing influence in the process.

Your bias is getting laid down a little think there.

Fanatic Collectivist Fallen Empire

This Empire has long shed the meaningless divisions between individuals, classes or peoples. They are operating as one being posessing billions upon billions of bodies, independent yet nothing more than a "instance" of a greater mind.

The Empire lies dormant, vehemently protecting it's borders for intruders. Until the day comes where they will harvest the galaxy to add the younger species to their being.

Nobody knows how often they have done this already. But the scant data available points to 'many, many times'.

I got an idea for a militarist fallen empire. One of the end game events is that the FE comes out of it's slumber and like a sleeping giant, just starts to wreck everything as it goes on a conquest. Sounds perfect for a militarist empire.

Hey, I never said that collectivism is evil or that all collectivist states would end up like this, just the kind that would go on to be a stagnant Fallen Empire after being a developing Empire. (Though, for the record, I do think that collectivism is evil and that all collectivist states would end up like this.)

A militarist FE could be like a military order that continually trains to fight in some type of final battle that they think is coming (think the Green Ajah if you've ever read the wheel of time series). The final battle could be something that never happens or it could be one of the end game crises or it could even be against one of the beginning empires (AI or player) if they get too powerful.

For some reason I think Samurai when I think of how a militarist FE would treat other empires.....honorable but demanding of the respect they think they've earned (and quick to react if they don't get it).
