The thing about the Ottoman Empire was that it allowed very high autonomy which does not translate in the game as it's relatively easy to reduce it. Al this while it keeps the buffs of being very tolerant. In reality, the tolerance of heathens and the high autonomy go hand to hand. But heathens paid more tax, but I'm not sure how this can be reflected in the current system.
The ability to state non-Turkish lands should be disabled to reflect this imo.

I'm not sure which direction PDX needs to go here but something definitely needs to be added. I wouldn't touch admin efficiency, even if it appears to be OP. But Ottomans should suffer from higher cultural conversion for one, as well as religious conversions. The only regions they converted to Islam over all these centuries were parts of present day Bosnia and Albania. Cultural conversion took place in a number of place but not to a full extent. Places like Cyprus, Crete and the Ionian coast had seen cultural conversion due to a religion shift, a tactic used by populations to avoid taxes. Maybe this could be shown in a way?

So ability to Convert religion and culture in one province at the cost of maybe -50% tax income from there but eventually much lower autonomy?

I liked some ideas pointed out in this thread. I think when Nationalism kicks in, conversions should be almost impossible for the Ottomans, while lowering the autonomy should create a disaster ticking for national revolts. Most of the big ones irl occurred during the Victoria timeline of course but there was a lot of rising tension. The reason it took until the 1800s was because autonomy was still high. Which is why reducing autonomy should trigger these ones faster.

Greeks, Kurds, Serbs, Armenians, Bulgarians, Romanians, Assyrians and other Levantine people, plus even Turk nationalists were all waiting for a moment to revolt. There were many unsuccessful ones during the 16th and 17th centuries but those are reflected in the game by simple rebel spawns.

The mission tree is straightforward and simple, so I guess it can definitely be polished.
I'd like to see the Ottomans have a dynamic rivalry with the HRE emperor and generally the HRE. They allied France, Russia and Britain during wars against the Austrians. Ottomans and HRE emperor should be as well, whoever that is, and not just Austria. The mission tree should reflect this rivalry, since whenever Austria is not the HRE emperor or loses out to France (or Ottomans) early on, the Ottomans can coast to Germany and the Baltic region with ease.

In short:
- Ottomans need to get a diplomatic boost, since they've always managed to get the necessary alliances rather than typical friendships to get their
- Ottomans need to be nerfed when it comes to administration, by having higher autonomy regions, in order to maintain stability and cultural acceptance and conversion need to be made more difficult. So maybe also adjust their governing capacity?
- Ottoman military and navy actually seem fine and do not need much work.

As a reminder, the Ottoman Empire collapsed internally and this decline started during the EU timeline. It shouldn't show a decline or collapse in every game, but at least the possibility needs to be there. At the moment, the OE is almost unstoppable after it becomes an Empire, takes 2-3 specific ideas (ie admin, offensive + quantity) and has alliances with powerful neighboring nations, which usually they do.

Also, the Mamluks need an improvement much more than the Ottomans do.
