German laws don't allow you to show certain Nazi figures so Hitler is a shadow and there are no pictures for Goering, Himmler, etc.

In regards to changing the HOS or HOG it should be possible, but only if you are willing to pay a price, heck the game would be much easier as Italy if you could replace El Duc with someone half decent.

I think it's possible but with some cost like unrest or so.

The USK has no saying in that, since it is against the law. The USK has no authority at all in germany. it simply gives its reccomendation. It doesnt look like they are going to censor their names, which i am not really sure if they actually need to. Most of the time developers overcensor their games to be sure, since getting that usk badge is more time consuming than you might think.

The bottom line is:
It is completely understandable if PDS releases a censored localized version in Germany. It might save them a lot of trouble and money.
It wouldn't be understandable at all if PDS doesn't offer the uncensored international version via Steam in Germany. It can't be a problem to grant us access to it because I own all previous HoI-titles incl. DH and bought them in Germany and they are all uncensored international versions. The laws haven't changed.

It's a completely different subject that titles like Wolfenstein aren't available uncensored in Germany due to explicit laws concerning the depiction of forbidden symbols. No PDS game ever featured content that is illegal in Germany. The only reason for censored localized versions is the hassle with USK and stuff. Without getting the label you can only sell those games to adults which causes a ton of barriers in the distribution of the games. Hard copies for instance without USK approval may only be sold to adults and you have to prove your identity via ID card. That alone increases the shipping cost by 5 Euro! Digital distribution is also harmed by those barriers.
To summarize: PDS would suffer from vastly decreased sales without a localized censored version. There is no reason though not to grant access to the uncensored international version via Steam as previous titles prove.
