Will the victory goals (or whatever that system is called) return?

I've read enough HOI3 AARs to know a little about the way victory works - mainly, that it's about "which of the three factions has the most goals accomplished?" I was just wondering, is that system returning, and if so, would that system be used to "force" a war into beginning instead of the old events-driven railroading?

Pretty much.

I was just wondering, is that system returning, and if so, would that system be used to "force" a war into beginning instead of the old events-driven railroading?
I'd rather see another way of encouraging to declare a war, like need of resources. Introducing cities as important manpower centres could do a lot of good.
