Will the Seleucid have access to Persian Royal highway?

I was wondering if the Seleucid empire will have access to Persian royal road or was it destroyed during Alexander conquest of Persia?
if so will it allow Seleucid empire to have higher level of roads to start with to move their troops from Persian province to their western provinces?

The Persian Royal Road is one of the pre-existing roads at start.
The routes we have in the game will take you from Sardis to Syria (via Cappadocia and Cilicia), from Syria it continues to Egypt and Babylon (both a northern route via Niniveh and a southern route along the Euphrates). From Babylon it continues into many of the cities of Persia and all the way to Parthia and Gedrosia.

Sounds great! Will other factions, besides romans, be able to build roads?
From what I understand everyone can build roads as soon they have good enough technology. Italians can get some advantages, probably their roads are cheaper to build if they get the tradition.

It would be a great idea if a more 'barbarous' faction could build roads (or other superior technologies) if they capture enough Slaves from superior cultures - it would be a great mechanic to stop weaker tribes being subsumed by the late game.
