I don't know much about it, but I suppose it might turn out more ahistorical than HOI... I guess that mosty because of these teams could be hardcoded and not moddable. Perhaps not a problem if these team qualities and their composition are event driven, which is moddable. And more importantly if AI-teams work in historical ways. here is an official statement from pc.boomtown.net :
