All other paradox games have the games soundtrack available in the soundtrack folder already in mp3 formats, even the two DLC allied/German radio are there but the vanilla HOI4 soundtrack isn't. Neither is the Hoi4 soundtrack on iTunes , so I cant put the songs on my phone without having to use some sketchy online website file converter.
