Yes, Intel graphics should work fine in most cases, but they are under minimum specs, so it will lag out quickly, plus id will use your system RAM to run the integrated graphics and some added stress to the CPU to man the integrated GPU.
I was able to reach about 125k city population over 4 tiles and maintained decent speeds and adequate fps (under 30 fps and no workshop) before I had to lower the screen resolution from 1080p to 720p and got to 150k.
After that I started a new city as it was too slow and laggy to continue for me. If you're okay with smaller cities for now, with hopes of upgrades in the future, then I'd recommend buying it. Also, I was on a windows rig, so you can count on 20% worse performance, so maybe 100k and 125k max city size before lags sets in horrendously.
There are some mods to mess with the AI to stretch a large city, by breaking some rules. But then it starts looking a little weird and unrealistic.
